so out of curiosity i had a witch who hasnt been touched since the last lethes bell.
i checked all her skills, she had nothing but default skills.

so sitting at her FULL amount of sp she should have at her level she had 2261
i used the lethes bell, and now i have 2276.

i suggest using your lethes bell even if your characters are already on the build you want
